Amendment
Section 1 Term Limits
No person shall be elected to the Senate or House of Representatives for a four-year term more than three times. Total service will not exceed twelve years. Further, no person who has served as a Senator or Representative or acted as a Senator or Representative by power of appointment to complete a term of office shall serve more than three full terms. This Article shall not prevent any person who may be serving as a Senator or Representative during the term within which this Article becomes operative from serving as a Senator or Representative during the remainder of such term.
Section 2 Benefits
Serving members will not receive any retirement benefits. After either a two or three term, a departing congress person will receive a transition payment of one month salary. This Article will not prevent a Senator or Representative that is currently enrolled under the Civil Service Retirement System and has held office for five years from receiving benefits under that system.
Section 3 Campaign Funding
Campaign contributions for both Houses shall be by residents of that state and businesses and unions headquartered in that state. Business employees and Union members can make campaign contributions as individuals, not as representatives of the business or union.

The first section of the proposed amendment is modeled after the 22nd amendment that added Presidential Term Limits to the Constitution.
The second and third sections clarify retirement benefits and campaign contributions. People should not be given retirement benefits after working for twelve years, let alone the current rule of serving for five years to receive a full retirement. That is one six-year-term for a senator and three two-year-terms for a representative.
It is the norm for outside campaign contributions, noticeably from mega donors, unions, Political Action Committee (PAC) and corporations to flood states with cash to help determine our next leaders. Citizens identify with their state, and it must be the residents that decide, by their campaign contributions and votes, who will represent them in any elected office.
State voting district maps are redrawn every ten years following the decennial U. S. Census. The party in power within each state gets to redraw the map, and unfortunately, usually in its favor. The opposing party usually challenges some of the district's boundaries in court. Sometimes the districts are redrawn but sometimes not. The maps are redrawn so infrequently, and sometimes so adroitly that over the years open elections, where either party could win, now sits at only seven or eight percent of voting districts across the entire country! That means 92% to 93% of voters are living in areas where one party dominants with little chance for the opposing party's voices to be heard. Besides silencing the voice of the minority based only on how the district was drawn some districts rarely see an opposing candidate ever run for that office because it is unlikely that they would win. Search "gerrymander and voting maps districts" to see how far a political party will go to guarantee the election results favor their party. These lopsided voting districts silence our voices and are a threat to our country by allowing one party to have total government control.
The final amendment as drafted by Congress may not contain all three sections but working as one, we can make Term Limits part of our law.
